The Public Works Authority 'Ashghal' was established in 2004 as an independent body responsible for the design, construction, delivery and management of the assets of infrastructure projects and public buildings in Qatar.
The Public Works Authority is currently working on a wide range of infrastructure programmes across the country, including: the Highway Programme which includes some of the largest highway projects in Qatar, the Local Infrastructure Programme which will provide many integrated road and infrastructure projects in local areas, and the drainage network development projects that will develop and expand the drainage infrastructure to accommodate the expected population growth in the country. The Public Works Authority also works in cooperation with other government entities and sectors to build large projects, which include healthcare, education, and public sector projects.
In the field of asset management, Ashghal manages the operation and maintenance of all road and drainage networks, where tracking the locations and interconnections of these assets, along with the effective implementation of both planned and proactive maintenance, is critical to providing customer-centric service to citizens and residents of Qatar.

Ashghal strategic role in Qatar
The Public Works Authority seeks to implement its work in line with the objectives of Qatar National Vision 2030, by developing the infrastructure in the country according to the highest approved specifications to become one of the most advanced countries in the world in this field.
Through its initiatives in digital transformation, environmental sustainability, promoting Qatarization, human resource development and other initiatives, Ashghal also contributes to the implementation of the Third National Development Strategy of the State of Qatar 2024-2030.
Ashghal is keen in various ways to preserve and sustain the environment for future generations in all infrastructure projects in the country through recycling initiatives, waste management, reducing emissions and using environmentally friendly materials in order to achieve a balance between economic growth and environmental preservation, and in line with the country's strategy to shift to clean energy and sustainability, where we include sustainability in all projects and follow an integrated approach for a sustainable future.
Ashghal's most important projects and works
The Highway Programme
The programme provides vital connectivity across the country, connecting key cities and areas through a world-class highway network. It includes the construction of tunnels, bridges and multi-level intersections across the country, with the aim of enhancing traffic flow , and reducing travel time.
Local Areas Infrastructure Programme
This programme includes the development of roads and drainage networks and the construction of new infrastructure in all areas of Qatar, through which an integrated infrastructure is provided for the new areas, in addition to improving and developing existing infrastructure facilities. The programme also includes constructing roads that connect cities and areas to each other, in addition to the expansion of green spaces.
Building projects
This includes the design, construction, and delivery of buildings and public facilities belonging to government entities in various sectors such as the health sector, ports and educational institutions, endowments, parks and others, in accordance with the highest international standards and practices in construction, quality management and sustainable development.
Asset Affairs
It is responsible for the operation, maintenance and development of both road and drainage networks in the State of Qatar. This is done by working with specialized partners and contractors, and using the latest solutions, technologies and equipment to ensure proactive maintenance and sustainable development practices, in addition to the fastest response to customer feedback and complaints.
