In accordance with its strategy to develop the roads, drainage, and infrastructure networks throughout the State of Qatar, the Public Works Authority (PWA) intends to deliver the associated construction projects via the Local Roads and Drainage Programme within a coordinated framework of outsourced construction contracts.
A contracting framework has been established to streamline the process to accelerate delivery of the Programme. The PWA will select additional framework of contractors through a procurement process that includes pre-qualification submissions, evaluations, and tendering. PWA is beginning the first stage of the procurement process by accepting prequalification documents from contractors.
The selection process of awarding Framework Agreements will have key considerations including number and value of framework packages and location of projects, health and safety records, financial position, experience, core personnel, and quality standards.
An important qualifying condition in the selection process will be the need for the awarded contractor to be either a Qatari company or an international company as a joint venture with a Qatari company.
The Public Works Authority invites interested infrastructure and roads construction contractors, both Qatari and an international company as a joint venture with a Qatari company, to submit pre-qualification documents as part of the first stage of the tendering process. Contractors will be pre-qualified for work with Public Works Authority for duration of three to five years.

SUBMISSION OF PRE-QUALIFICATION APPLICATION
Interested eligible applicants should return the completed Pre-qualification documents to the following address not later than 1:00 pm (local Doha time, GMT +3.00) on or before Sunday 15/11/2015, Two hard copies and two softcopies (CD) in PDF format of the Prequalification Application should be submitted to:
