REQUEST FOR EXPRESSIONS OF INTEREST
The State of Qatar is committed to addressing the growing demand for public services, and in doing so is seeking innovative ways in which to deliver the required infrastructure. The Qatar National Vision 2030 highlights the significance of developing and enabling the private sector to play a key role in achieving the long-term goals and outcomes for the country. In particular, the use of Public Private Partnerships (PPPs) as means to develop its infrastructure and delivery of services.

In line with above objective, Ashghal has identified an opportunity for a private investor to Build, Lease, Operate and Transfer (“BLOT”) office administration buildings within Hamad Bin Khalifa Medical City, as illustrated below. Hamad Medical Corporation (“HMC”) has developed a masterplan for Hamad Bin Khalifa Medical City (“HBKMC”) to meet the future healthcare needs of the population. The masterplan involves development of clinical and non-clinical infrastructure including administration offices and support facilities.

Ashghal, therefore invites parties to submit Expressions of Interest for the Development of Administrative Offices At Hamad Medical City PPP Program (“Project”) for the Build, Lease, Operate and Transfer of office administration buildings.

The purpose of this Request for EOI is to invite competent Qatari and international companies and consortia, capable of delivering the project, to participate in the tender process, and to indicate their interest in the Project by submitting an EOI.

Once an EOI has been received from interested companies, the Ashghal will issue the Request for Qualifications document.

Please be advised that a briefing session on the Project will be held during the Request for Qualification (“RFQ”) period.
