Pre-Contract Professional Design Consultancy Services for CP832 TSE Seasonal Storage Lagoon

INVITATION TO PRE-QUALIFY
The Public Works Authority of the State of Qatar (ASHGHAL) wishes to pre-qualify a short-list of competent professional Consultant organizations (the “Pre-qualified Applicants”), for Invitation to Tender for the procurement of Pre-Contract Professional Design Consultancy Services for CP832 TSE SEASONAL STORAGE LAGOON project. The Authority is seeking Expressions of Interest from eligible Applicants wishing to be prequalified to carry out the services. The Applicant shall demonstrate relevant competencies, experiences, capabilities, understanding and the commitment to working with ASHGHAL to deliver services to the highest standard expected.
The professional services for the Project will comprise detailed Investigations, Baseline Condition Assessments, Surveys, Concept, Preliminary and Detailed Designs, Environmental Impact Assessments, Environmental and other Statutory Permitting, Tender Preparation and works Contract Procurement for a twenty (20) million cubic meter capacity TSE Seasonal Storage Lagoon and associated Water Intake, Treatment Works, return Pumping Station, Transfer Pipelines and Connections.
GENERAL SCOPE OF SERVICES:
The scope of services will include but will not be limited to, the overall pre-contract design phases as follows:
• Investigation Stage: All field surveys, baseline condition assessments, investigations and services as required by the Project to be used for both Environmental Impact Assessment (EIA) studies and the Works designs as applicable, and will comprise as a minimum topographical surveys, geological, geotechnical, geophysical, geo-environmental, hydrogeological investigations, baseline air quality, groundwater and soil condition assessments, recycle water quality sampling, testing and laboratory analyses.
• Design Stages: All Sketches, Concept, Preliminary and Detailed Designs, Project Costing, Risk Management and Value Engineering required for the Works as required by the Consultant’s proposals and to align with the Authority’s master
planning strategies and other MMUP policy plan developments.
• Environmental Permitting and Statutory Approval Stage: All project permitting services to secure environmental and other statutory, mandatory and third-party permits, approvals and no-objections as required by the Project and their subsequent renewals as applicable, which will typically include environmental impact assessments, building permits,
KAHRAMAA approvals and permits and civil defence approvals.
• Tendering and Contract Award Stage: All services associated with Cost Estimate Preparations, Tender Document Compilation, Tendering, Tender Clarification and Management, Tender Evaluations, Financial Apprais
als and Contract Award.
Anticipated Start: in AUGUST 2017

The PWA shall issue the Prequalification Document to the interested companies by email which comprise:
1. Consultants Pre-Qualification Documents (Parts 1&2) Procedures, return date(s) and all necessary instructions shall be described in the aforementioned procedure.
