NOTIFICATION FOR EXPRESSION OF INTEREST FOR THE PRE-QUALIFICATION FOR PROCUREMENT OF CONTRACTORS FOR THE CONSTRUCTION  OF NATIONAL HEALTH LABORATORIES
(PROJECT ID:  BA 2017 C 004 G)

INVITATION TO PRE-QUALIFY
Ashghal - Public Works Authority (PWA) – Building Affairs, Qatar, wishes to prequalify contractors, with relevant and recent experience in the construction and delivery of specialist healthcare facilities, for invitation to tender for the construction of the National Health Laboratories.
The PWA is seeking expressions of interest in the first instance from applicants wishing to be prequalified to bid for the construction of the above project. At prequalification stage the applicant shall demonstrate relevant experience, capabilities, understanding and commitment to working with the PWA to deliver the expected standard of services and achieve the project objectives.
The establishment of a National Health Laboratories (NHL) is a core component in the overall plan for public health. The NHL will serve and support public health programmes and will act as a center for excellence and referral for specialist testing. It will deliver a state-of-the-art analytical, testing, research and reference laboratory that underpins public health services across Qatar. The project is a mixed-occupancy of building comprised of Storage (enclosed parking) Business (administration/management), Industrial-special purpose (laboratories and MEP) and Assembly (public place/meeting & conference rooms).
The building will comprise of the following structure and the total site area to be developed is approximately 40,000 square meters and the total built-up area is approximately 31,200 square meters as described below:
• Basement level is approximately 10, 300 square meters utilized for car parking and services areas.
• Ground floor is approximately 8, 800 square meters in area, this is comprised the public receiving area and laboratories zones.
• First  Floor level is approximately 8,000 square meters in area consisting of primarily the services (MEP) and public facilities
• Second Floor level is approximately 4, 100 square meters in area comprised more laboratories.
Upon receipt of the Expression of Interest from interested contractors, the PWA will issue the Prequalification document after the closing date of step 1
SCOPE OF WORKS:
The Scope of Works will include but will not be limited to:
1. Construction Management.
2. Site Set-up, Maintenance and Construction.
3. Maximise prefabrication and Off-Site Construction.
4. Sustainability Management following GORD requirements. The project is required to achieve a GSAS 3 Star rating.
5. Health & Safety Management.
6. Quality Assurance and Quality Control.
7. Fixed Laboratory Equipment procurement, installation and commissioning.
8. Testing, Commissioning & Operation.
9. Implementation of BIM for the development of shop drawings and as built information. The Design Consultant developed the model to LOD: 300.
10. Preparation of Operation and Maintenance Manuals for the upkeep and repairs of the building including suitable material supplier lists.

Main page for the link (Tender and Auctions – Prequalifications) to download the Expression of Interest document which comprises Expression of Interest Acknowledgement Form and the Anti-Corruption and Confidentiality declaration. Both documents are to be returned by  Tuesday 9th of May 2017 no later than 1:00 pm local Doha time( +3:00 GMT )  in soft copy to: contracts@ashghal.gov.qa.
Step 2 :
After the closing date of Step1,  the PWA shall issue the Prequalification Document to the interested companies by email which comprises:
1. Part 1 - Pre-Qualification Procedures, return date(s) and all necessary instructions shall be described in the aforementioned procedures.
2. Part 2 - Work Requirements.
