NOTIFICATION TO SUBMIT QUALIFICATION FOR THE QATAR PUBLIC PRIVATE PARTNERSHIP SCHOOLS DEVELOPMENT PROGRAMME – PACKAGE 2

The State of Qatar is committed to addressing the growing demand for public services, and in doing so is seeking innovative ways in which to deliver the required infrastructure. The Qatar National Vision 2030 highlights the significance of developing and enabling the private sector to play a key role in achieving the long-term goals and outcomes for the country. In particular, the use of Public Private Partnerships (PPPs) as means to develop its infrastructure and delivery of services.
The Ministry of Finance (“MoF”) and Ministry of Education and Higher Education (“MoEHE”) (“Contracting Authority”) is planning the implementation of the Qatar Public Private Partnership Schools Development Program (“PPP Program”). The Contracting Authority has appointed the Public Works Authority (“Ashghal”) as it Nominated representative (“Nominated Representative”) for the procurement, design and construction phase.
Brief Description of the Work
In line with the above objective, Ashghal has identified an opportunity for a private investor to participate in the design, build, finance, operation, maintenance and transfer (DBFOMT) of 12 new schools consisting of 2 secondary schools, 3 preparatory schools, 1 shared school and 6 primary schools as shown in the table below. The Project reflects the State of Qatar’s aim to cater to ever rising demand in the education sector driven by growth in the school-going population, while fulfilling a key policy objective of improving the quality of education for Qataris.
