Description
1. The Authority shall establish a Framework Group with multiple Contractors to undertake Operations, Maintenance, Capital Improvement, and Rehabilitation work requirements related to the Roads Network within the State of Qatar. 2. The duration of the Framework Contract shall be Ten (10) years from the Commencement Date. 3. The O&M Work Orders shall be awarded for a duration of 7+3 years (7 years initial award with an optional up to 3-year extensions). The extension option shall be exercised at the discretion of the Authority and shall be based on several factors including, but not limited to, ongoing Contractor performance reviews, performance against the KPI’s and Performance Targets, as well as other operational considerations. 4. The minimum guaranteed duration of the Work Orders under this Framework Contract shall be Four (4) years at the discretion of the Authority and shall be based on several factors including, but not limited to, ongoing Contractor performance reviews, performance against the KPI’s and Performance Targets, as well as other operational considerations. 5. If the Authority decides to terminate the Work Orders under this Framework Contract, or for any other reason including for Convenience, the Authority shall give a written notice to the Contractor as per Contract provisions. Upon Termination, the Contractor shall have no recourse against the Authority in court or in law and shall not be entitled to any loss of profit resulting from such Termination by the Authority. The Contractor shall only be entitled to the compensation as per Work Order Contract provisions. 6. Existing assets which are currently under outsourced maintenance contracts shall, upon natural expiry or early termination or otherwise, be transferred to the Scope of Works of the Framework Contract. 7. Any Roads and associated infrastructure assets that are currently under planning, construction and/or rehabilitation, replacement, and upgrading that has not been identified within the respective ‘Work Zones’ shall be transferred to the Scope of Work for each ‘Work Zone’ respectively. A prospective listing of such Assets and project details have been provided in Project Data included in Tender Document. 8. Operation & Maintenance of Roads Network may be divided into four (4) defined Work Zones, and awarded to Contractor as detailed below: i. Strategic Highways; ii. Qatar North Zone; iii. Qatar South Zone; iv. Intelligent Transportation Systems (ITS).
